Alright, so I guess you put Shiryou at Base GG level then?
Kisui is underrated but I don't think he's HK tier tbh. He's definitely above Mougou, Choutou and the likes though.
Hakuki is overrated as hell but I think he has special treatment as the leader of Qin 6. But I don't mind putting Hakuki on the same tier as Ouki too.

On the "Who?" tier, I do know that's Shoumou and the big guy that Shin defeated in the very first arc of Kingdom but I don't know who's the other two are. Is that supposed to be Makou lol? And who's the one in the paper draft? Kouen lol?

Hakuki doesn't belong a tier above Ouki/Renpa/Ousen.
Rinshoujou mogs everyone in his tier, he belongs up there with his equal Renpa.
Shibasaku>Kyou/Koshou for historical reasons imo
I'd put Reiou>Keisha but not against the placement. As long as you have Keisha>Kochou lol.
C'mon Gakushou>Kyou'En? Kyou'En has amazing feats as a solo general. Shiryou/Jiaga/Rinbukun/Gakushou are good but I don't think they're quite Heavenly King tier.
Ordo would annhilate everyone in that tier. He's above Heavenly Kings.

Haven't heard much about Shibasaku. Not surprising since he's the most mysterious member of the OG Qin 6 after all. I will take your words at value here since I have no knowledge about Shibasaku's historical feats.
I don't think Reiou is above Keisha tbh. One is Strategical and the other is Instinctual. Keisha has more going on for him than Reiou. I might have to bump Keisha a tier up actually. Putting him with Reiou and Kochou doesn't make sense imo.
I don't rate Kyou'En that highly sadly. I always view him as the weakest of Heavenly Kings while Gakushou is the left hand man of a GH. Rinko is more comparable to Gakushou than Kyou'En imo. Kyou'En does have good feats I agree though.
Gakushou I think he's worthy of HK tier but the other three that you said, might think about putting them down then.
Nah I don't think Ordo is that great. He is indeed underrated but he's not HK and above. Putting him on Mougou/Kisui tier is good enough for him for now. He might get higher in the future.
Kouen I will definitely put him in top GH/SG tier. Karin locked Moubu in a stalemate. Ousen who I think is equal or stronger than Moubu should be comparable to Kouen. And depending on how much Hara will wank Kouen, he might be on Riboku's tier.
Praying that Hara doesn't pull another Kochou for Kouen though Lmao.
Makou, I will put him in "Good Generals" tier. Specifically between Chousou and Zenou I guess.
Mouten is smart and have good leadership but I don't think he can beat Gyou'Un/Bananji/Akou in a 1v1 just yet. I think HK tier is good for him.

- You rate Seikai and Ordo that high? Interesting.
- I don't think Juko'Ou is inferior than Gakushou, Gen'U and Kansaro. He's more of Geppou's standing.
- Mouki, Maron and Denrimi in base GG tier? Damn. I appreciate the Mouki respect but Maron and Denrimi is too high imo.
- Ryuutou is too low. He outsmarted Ten at the beginning of Kokuyou Hills, his strategies was semi-perfect. I would put him above Chousou and Fuki.
But other than that, the list seems good my man.

Is Moubu also geting special treatment due to being the leader of new Qin 6? 
Based on Shibashou vs Ousen I'm definitely confident now that the Moubu army is beating the Ousen army especially when Moubu starts getting some named generals. Aisen was just a random officer and he stood up to GKS. Imagine Moubuβs right hand.
