Houken is peak strength and was always been planned by Hara to be a monster and one of the greatest foe in the story

Houken is martially a top tier without any question

Tou was always planned to be a GG after Ouki early death, and always planned to be a top tier

Gyou Un and Bananji weren’t planned to be top tier at all. Just strong underlings

And for those type of guys it seems Hara blocks them at 94 tops

except realllyyyyyy rare cases

Playing a bit of devils advocate here, that 94 could simply be just reflective of the strength he had displayed up until that point, not necessarily his true limit. Also we know he trained and grew stronger after his "victory" over Ouki which could contribute to that as well

My boy gave Lord Sheeb 100 strength lol. I’d probably give him a 99 for now.

Curious on a few minor things like why you gave Shouheikun a 98 INT when Hara gave him 99, or Moubu 99 Strength when Hara gave him 100, but overall good job and I agreed for the most part.

For Shouheikun, it's because of one scene primarily. It took Shouheikun many months to come up with a plan to take down Gyou. Ousen came up with one in.... What minutes? And I rate Ousen as 99. Though I think Shouheikun's intelligence will grow when he gets more experience as a battlefield commander

For Moubu, it's because what Man'U said about Kanmei being stronger than him. Plus I like the idea of Shibashou being the only other character with a 100. I think Moubu should still have some room to grow, and the ManU fight makes me think he will .

Though I have no objections to either of them being 99 or 100 respectively

He knew Gyou was suicide and so he spent all that time trying to figure out strategies that weren’t so risky. Which failed. But Shouheikun pretty quickly realized Gyou was their only chance, he just didn’t want to accept that.

I do agree Ousen > Shouheikun but that Gyou scene is taken out of context a lot.

Right now he should be closer to 80 than 70.

At the rate the story is going, by the time Qin and Chu come head to head, he'll be closer to 90 than 70.

The man is so old, he has two badass sounding epithets: the Tiger of Chu and the Conqueror of the East.

Considering his status and service record in Chu, he probably earned both those titles throughout years battling the other states for the former territories of Qi after it was smashed by a Yan-led coalition army ~60 years ago.

The guy is gonna be old as hell, and likely all the more formidable for it.

I have no doubt despite his age he will still be a very strong dude and will give an injured Shin or whatever a decent fight but forget the top 1 nonsense
Oh the only guy i see above Kanmei is Kou En as if Kanmei didn't already call himself the strongest in China despite having served Kou En, not to forget the dude was old years ago and he won't fight for atleast another decade.

Intelligence could be 99 for Kouen.

He seems very important to Chu and is the commander of chief of the largest military in China. My guess is the sight of him would transform a Chi army into demons. That's why I gave him a 100

All of the Chu generals we have seen play an important role in the story: Kanmei, Karin, Kouyoku, Hakurei, Rinbinkun, Man'U, etc etc all have considerable martial power except for the Juuko strategist.

That's why I think there's no way the best Chu General won't be a martial top tier.
