Having more Advanced stuff doesn't mean You're better. In terms on CoO and Speed , Sanji is far better even without any advanced form.

Luffy has 3 ACoO is one of the best. Sanji’s haki only works with women his shit is trash otherwise. Luffy has the best haki in the crew in every category. Destined or not Luffy awakened the fruit and other users didn’t that’s the end of it.
