1. luffy panel is very clear.. that "someone" is strong, very strong/powerful, very powerful enough to make him make expression like that
2. but is it kizaru? is he that powerful?

i personally think kizaru is very powerful..

Says you. And I am fine with your opinion, but I have always found untrue distinguishing in the tier between Admirals and Emperors. Some Emperors arere stronger than some Admirals and vice versa.
Luffy is already stronger than the strongest Emperor, so Kizaru losing to him, or BM losing to him, is completely normal.

But we'll see how the fight will go.
