Kizaru is the main villain of this arc as Lucci was the main villain of W7. But if you want a less strong example, Kizaru is the villain as Katakuri was the villain of WC.

At this point, it should be quite safe to say.
I’m referring to Sakazuki not Saturn. Kizaru doesn’t need an excessive amount of build up cause like Mr. 3 and Kata, they’re just appetizers.

In some way, yes, sure. However, both Kaido and Kizaru were or will be big enemies.
Even though BB will be the final pirate enemy, and so Kaido will be sidelined, and Akainu will be the final Marine enemy.
Kizaru isn’t a big enemy. He’s not built up, he has no strong subordinates to build up a crew battle, he’s just a fight for Luffy to assess his strength with the next league he’s fighting in. The big enemy is sakazuki.

  • The fight doesn't have a conclusion as the Strawhats escape (Saboady Rayleigh 2.0)

Kizaru was responsible for the worst defeat in the history of the mugi, and Oda showed us that they remember very well what happened.
Kizaru was present back in MF, had a connection with Vegapunk and was even part of the FT/Otohime FB.
Now he has returned and is the big villain of this important Arc.

Kizaru is a big enemy under any definition, just like and even more so than Katakuri, Doflamingo or Kaido.

He is not a final villain like Akainu, BB or Imu, but no one said that.

And during that saga Sakazuki completely overshadows kizarus impact on Luffy by killing Ace.

Kizaru doesnt need build up, he’s not some big saga ending villain like Kaido or Crocodile Was. He’s a mid saga villain like Doffy Mr. 3 and Kata. this is the perfect place for him to fall

To be honest Kizaru looks more and more like a side villain that will be used as a hypertool than big villain like Kata or Kaido. I think Luffy's fight will have little difficulty or the fight will be interrupted.

Have a high diff fight here against Kizaru setting up perfectly for needing a power up extreme diff fight against Sakazuki in Elbaf
Elbaf seems like a lore arc, among other things, I doubt they'd really fight anyone there.
If anything Luffy's just gonna meet his papa Dragon and reunite with Shanks in Elbaf.
The arc after that is probably the one where he fights the Marines and WG.
