The usual arguments for Shanks > Mihawk are:
a) Shanks is not a swordsman. He uses guns in video games.
b) Shanks is not a swordsman. He's just a man with a sword.
c) Shanks is weaker than Mihawk at swordsmanship (but he is stronger because he has amazing haki).
d) Shanks was weaker than Mihawk when they had their duels (hence why Mihawk is WSS), but only Shanks got stronger over time. (Or They both got stronger over time but Mihawk only ended up being a warlord while Shanks ended up being an emperor. So obviously Shanks>Mihawk).
e) Mihawk's title is actually fraudulent.
It's generally some variation of these arguments, maybe I missed one or two but all these arguments have their flaws.
However, claiming that Mihawk > Shanks has no flaws. It's backed by Oda, backed by the story. It's even backed by the precious video games that Shanks fans use to claim Shanks isn't a swordsman.
