He already surpassed Roger and is on pair with WB. He defeated Kaido. I doubt that Roger ever did that even when Kaido wasn't at his peak.

It's not hard to figure out why Oda gave a supreme grade Kokuto to Mihawk while an inferior grade to Ryuma.
