Minato is a very weak version of Tobirama, no contest here really.
Minato's only real strength is his teleportation jutsu, which he got from Tobi, thus I doubt this will prove to be as effective as it usually is.
We know Tobirama created edo tensei, a jutsu known by a very few. He is by far the most talented at creating jutsu, this alone puts him on a different league from any shinobi besides the naturally gifted Hashirama and Madara.
You will never find actual feats of him, but knowing that EMS Sasuke was scared shitless from a finger raise is more than enough. Madara also put him in the same light as Hashirama in the final war.
Pretty much, he's essentially a low budget blonde Tobirama.

Tobirama essentially is Prime Hiruzen + Minato. Is Kishimoto broke down Tobirama in half and gave some of his traits to create Minato and then others Hiruzen. lol.
The dumbest shit is Naruto is the this non-sense of "new generation surpasses the previous" when it applied to essentially Naruto's generation. All the 1st gens are superior, only mfin reason why the 3rd gen bum kages get hyped up as the strongest in all countries, is cause the Naruto-verse dumbasses don't know shit about the strength of people 40+ years ago.
Looking back at it now after 3 years, I think you're probably more right compared to me. It'll probably be Tobirama does low-diff in an actual battle. Minato would probably need KCM atleast to push it to a mid-diff.
