Guys, he isn't even close to completion. This isn't the curb stomp battle you guys were making it out to be. Heroes ain't weak. Also, we know the League will be feared given that line from after the Redestro Arc. This arc has two purposes: Preventing the villains from reigning supreme which was Hawks' goal and the reason for this raid (so there has to be pay off, otherwise Hawks' mission would be pointless) and to establish Shigaraki as the King of Villains.
