It's not all about the DF though, but Smoke has so much potential, since smoke, depending on what is burning, can exist just above absolute zero to infinitely hot temperatures. It's also poisonous etc. too.
My theory was that Sabo would be killed by an Admiral and Coby would eat the Mera Mera no Mi - made that theory the same week Sabo was proven to still be alive and after 956 it may be coming true.
Also, the pre-skip Admirals come from 3 of the 4 blues, the only other blue being east blue, meaning that I expected the Dragon Admiral (Momotaro character) would come from the East Blue (the 4 corners of the world were guarded by a Monkey, a Dog, a Pheasant and a Dragon in some Chinese mythologies). Just has Smoker written all over it really

Coby should eat Aokiji's DF. It makes sense for Coby to inherit Aokiji's will as both of them are marines that directly stood against akainu. IMO Akainu isn't Luffy or Sabo's fight but rather Coby's. Coby is to the marines what Luffy is to the pirates. What's more is that Akainu is to the marines what blackbeard is to the pirates. By eating the hie hie no mi, Coby will gain the power to defeat Akainu. This theory will have a ton of more support if it turns out that Aokiji is actually a member of SWORD.
as for the mera mera no mi, I think that Luffy will use some sort of method to eat 2 DFs.

Green Bull & Fuji seen to have a good relationship so depending on whether he has the same views as Fujitora, it ms feasible that he remains an admiral EoS.
I’d personally love to see Smoker become FA EoS but i think it’s unlikely if Fuji remains an admiral. In which case my final line up is:

If you're at the top of the food chain i.e. no Gorosei and CD's above you etc. then you have total free reign and freedom to lead and reshape the Marines into whatever you see fits. The whole point of the show is you're only truly free if you report to nobody. Garp isn't even free. He was more free as a VA than an Admiral, but the guy is still tied down by affiliations etc. if he was truly free he'd never be assigned to guard anyone etc. etc.

It is Smoker's dream to restructure the Marines though. He's anti-corruption, which is the reason he refused a promotion after Alabasta etc. That's only been strengthened by his encounter and discovery with Vergo's true allegiances

Kizaru, I would guess, is going down with him, although to be honest I've never really felt him as a particularly bad Marine. Fujitora and Ryokugyu though, they should stick about given their (implied in Ryokugyu's case) anti-WG stance.
So, at least one FA and one Admiral needed. An older Marine is most likely to get the FA job in my opinion- Fujitora, or maybe Kuzan returning especially with this SWORD revelation. Although he might be happier on his own now. Or get knocked off for being a mole by Blackbeard
