When you get right down to it. most Blackbeard Pirates have similarities to more than one Straw Hat. Sanjuan Wolf is timid like Chopper. Lafitte's hypnotizing dancer like Brook. Even Blackbeard has a passion for archaeology like Robin. I think crew position is the most important for determining counterparts because not only does it make a neat pattern but their positions tie into their main aspirations.
It wouldn't just be that Kuzan and Borsalino were former Admirals, but also they're polar opposites to each other and the irony of the one sparing the Straw Hats joining their evil counterparts while the one more intent on either killing or capturing them joins them.

Would be nice for Vivi to come full circle and join but most the highs and lows have been had without her and she probably won't bring anything to the table in terms of fighting, or even role on the ship? I think no one else will join, it's endgame.
