I agree with you, with one tiny change - the new addition will be Lucci, since his dark version of himself is Laffitte;
Laffitte:
- Was a former police officer
- Is cruel/violent towards innocent people overstepping rules
- Used excessive brutality against innocents back when he was an officer on duty
- Wanted to kill Pizzaro when he disrespected BB and said he wanted to become captain
- Is stealthy
- Has manners, is polite and comes off as rather sophisticated
- Is very intelligent and assesses a situation before taking action
- Is oftentimes seen smiling
- Comes around as rather underhanded (chapter 1081 when he whispers to BB, if they should steal Aokiji’s fruit)
Lucci:
- Was a former police officer in CP9/0
- wants to help innocent people be freed of pirates (he hates pirates)
- used excessive brutality against pirates (seen when fighting the candy pirates during the cover story)
- is stealthy
- Has manners, is polite and comes off as rather sophisticated
- Is very intelligent and assesses a situation before taking action
- is never seen smiling
- is seen to behave rather honest

The whole point of Borsalino is Kuzan would have a Straw Hat counterpart. It can't be Zoro since he foils Shiryu. It can't be Sanji or Jimbei since the Admirals are above "Yonkou Commanders," and it most definitely can't be the weaker six. That leaves a tenth member, and Nami already foils Lafitte (kind thief/corrupt cop).
To add, the Blackbeard Pirates are generally "better" versions of their Straw Hat counterparts (Jimbei and Burgess seems to be the sole exception). Former CP0 versus former enforcer of some random island doesn't ring well when, before their piracy, you had Shiryu keeping Level 6 Impel Down inmates in check while Zoro was out hunting East Blue fodder.

Would you reduce Kuzan as a counterpart to only his former status as an admiral? How about his characters? Don't you think this would be important if we deducted that the BBP are the counterparts of the SHP? Why don't we analyse Aokiji's character and compare it to each of the SHP + Kizaru + Lucci and see, who could be the counterpart of him character-wise?
