He wasn't working for fan service and that was a good thing.
For example, we could get an arch about Zoro
That's completely missunderstanding Wano. Wano was about the Kozuki and the climax of their journey, never Zoro. Having an arc about Zoro would be just a fan-service choice not a good narrative one.

The reason Sanji had an arc is because his character evolution fitted the milking of Whole cake island and so completely enhanced it.

Unlikely. Elbaf seems to concentrate on lore and Usopp had multiple arc concentrated on his character evolution (more than a lot of strawhats in fact)

All the goals of Yamato were related to her desire to be free like Oden.

You're kidding, but he's practically an extra along with the rest of the Straw Hats except Luffy, Zoro and Sanji. Usopp had moments, but it's hard to call them "character development."

Well, to be honest, I like this arch, or rather the story with Sanji, but many people don't like it. At least the arch is better than Vano, though only a little bit

- An entire arc on east blue concentrated on him
- Multiple fight concentrated on his character evolution, more than most strawhats
- An entire character arc from beginning to end in Water Seven/Enies Lobby

I'm sorry if those feels shallow for you (they are not) but those are character arc and therefore character developments.

Most people in the fanbase didn't understand the point on the arc.

The character of Zoro revolves around the value of honor while Wano revolve around the themes of revenge and parent/child relationship. Zoro had his moment but it was not his place to act, he was not concerned.
