Jinbe inherited the same dream as Queen Otohime; to see the fishmen gain equal rights. And them being able to live on the surface will be that dreams completion.
Ah, okay. Then yeah the clue to find the next member would be to look at characters dreams. If it seems like a self-contained dream that could wrap up in an arc or two, obviously it's not it. So who do we have with big ambitions that don't conflict with the others ambitions (aka having the same) that would require them to sail to reach it?

Usopp was literally going to continue his journey without luffy after they split in W7. He just didn’t think he was worthy to be on the PKs crew, but he never stopped being a pirate.
Carrot wasn’t forced. She could’ve said no. She became the queen because she decided that was what she wanted to do more than be a pirate.

Carribou has a C. Another thing I noted, not sure if it means anything but it's interesting that none of the crew have the same first initial.
So Ambition big enough to require sailing, an ambition that can't conflict with another one (no two pirate kings), and name starts with remaining alphabet.
...Rude. It's a trope of fiction to differentiate your main characters as much as possible. Literally none of the crew have the same first name initial. Other than relations, none of the main Z-fighters except the ones related to each other of DBZ had the same first initial. If you have too many MCs like Naruto you can run into it, but so far it seems to be following the protag formula. But okay dude, suit yourself.
