Usopp was literally going to continue his journey without luffy after they split in W7. He just didn’t think he was worthy to be on the PKs crew, but he never stopped being a pirate.

We don’t know the dreams of most characters. But yeah seeing if they have a dream that has an end is always a good way to see who’s a possible nakama.
