You're highlighting something with Shanks i forgot to mention. Shanks in essence has become Loki's extra connect to Luffy. Like Ace and Laboon.
As far as crew roles, with Oda confirmed main crewmembers of Roger pirates. I could see Loki being their Tortuer or Tactical Officer like Moon Issac because he loves to fight.
My theory though is Gaban will keep chastising Zoro until he self declares as Vice Captain. The conquer haki exchange between them was interesting. Then Loki can be combatant.

Zoro and Sanji will aways be Luffy's top 2; they are his wings. Loki seems to be a full-fledged top tier and portrayed above Old Gaban, making him way more powerful than Sanji. See no reason why Oda will randomly break that dynamic after 25+ years. It would also call for Sanji to get exponentially more powerful in Elbaf.

Wings are more about Luffy's core crew balance.
Loki joining the crew will add another dimension to it and won't replace Sanji.
It didn't happen in last 28 years because we never encountered such strong character earlier who got directly invited by Luffy.
Luffy's invitation is different on multiple aspects
- It had serious tone
- It was given in the build up stage of an arc - missing with yamao, vivi and carrot. No invitation was extended at all to others.
- It made Luffy the first person who indirectly conveyed to Loki that his freedom matters to SHs.
Even if Loki is stronger, strength alone doesn’t replace narrative importance or symbolic roles on which crew is based.
Sanji’s growth isn't purely linear anyway.

Luffy and Hajrudin and gaben won't allow that ever. Since Hajrudin is part of Luffy grand fleet and friend. Luffy respects him to make sure his family taken care of under his watch in his crew.
