That's the issue with perspective and not with character and narrative.
First mate has two meanings
1) in narrowest term, one who was first to join - Zoro, Rayleigh
2) who is second in command - which implies person who is trusted, loyal and can command the crew in captain's absence. Strength is an attribute of it but not a necessity.
It's more of a rank in the crew
The Right hand man of Luffy implies Zoro is the second strongest in much more direct way.
Oda clearly distinguish between the two...
Now, Zoro is already in high high tier if not top tier. He's knocking on top tier door already. And, he will get into this tier for sure this arc.
Only contention is Sanji and Loki's size....out of which size issue can be addressed easily so we are left with just one problem - sanji.
But I prefer to focus on multiple points which suggest Loki can join than one sole point which indicates he might not.

My point was less so "Loki is a bad guy so he can't join" and more "Loki straight up doesn't like the kid and Luffy hasn't really done anything to change that".
To me Loki screams ally. Somebody who doesn't respect Luffy enough to work under him, but will show up in the finale to basically pay him back.
I can ignore the size issue because we don't know what his fruit does, and in mythology he's a shapeshifter. But I can't ignore is all the crazy feats he's doing as a baby. Big Mom was doing stuff like that at 5. I don't see it honestly.

Because i dont know if this is a anti sanji thing or people geniuenly believe this but they are alot of people in this forum that reject that Dorry and Broggy could fight Zoro and Sanji cause it would not work because of size. So if San Juan truely would be a SH opponent those people might argue for that
