It’s a general statement that’s being used in a moment about Pedro and Carrot, said in a moment that is focusing on Carrot , which means even though he’s speaking generally Oda is inferring that these words are meant for Carrot not the minks as a whole…

He's looking at the sky when he's talking, he doesn't emphasize in any way on Carrot, the focus is completely on Pedro, Carrot doesn't say anything.. There's no special connection with Carrot other than him giving her the gauntlets and training her in Sulong which wasn't important enough to portray in the manga apparently because Carrot isn't Strawhat material..

If he wasn’t passing his will on to carrot, why did oda have Pedro saying these words to her and not to peros in his last moments? Why is carrot the only one remembering these words 100+ chapters later, multiple times?

I actually think it’s more absurd that you’re trying to make carrot irrelevant in a moment that was very clearly about her and Pedro, just because you dont
want her to have any sort of character arc since that would hurt your argument against her lmao
He didn't because Peros is not a mink and its more fitting to have a fellow mink to hear his last words..
Of everything Pedro told her she's remembering only the move forward part, she definitely didn't take on his will of the dawn, she's trying to honor him by going on some strange revenge plot which has nothing to do with what Pedro sacrificed himself for..

It was only about Pedro, how is Carrot relevant there, she's just there doing nothing and once more reacting, she's a reactionary character..
