What has Yamao done and scabbards don't, that she should exclusively get a bounty?
Fighting Kaido? Fighting Beast Pirates? All of scabbards did that too, so if she gets a bounty, all of scabbards should get one too.
Only thing she does but scabbards don't is babysitting Momo. But babysitting Momo doesn't give a bounty.

She is a well-known person who is seen as a threat because of her origins, which have now become known. The scabbards are only part of the samurai from the point of view of the WG. It was similar after Enies Lobby, when Franky got a bounty, but not Paulie or Tilestone, even though they all fought.

As long as she stays in Wano (which she will along with Momo and other scabbards), nobody from Government will even dare to touch her. She is safe in Wano.
