If WB Pirates had Y1Cs running around their crew, invading Wa No would not have been such a dangerous endeavour.
If any of the established concepts of the Yonkou and how they compare against each other is supposed to hold up, especially with the most recent chapter now, claiming one force was much stronger than the other does not work and the reasonable assumption is, they were roughly equal, and the burden of proof is on the people who claim it´s not the case.
And Katakuri was not only part of the core BMPs, he had his own standing as unofficial captain whose strength was a source of comfort for his siblings. The only one doubting him, if you can even call it that since it´s not about doubt of Katakuri but just overestimation of himself and his authority, is Perospero, which is mostly an age thing though, not a strength thing.

Then you can claim Vista is the unofficial second strongest of the WB Pirates and is over Jozu, Ace, and especially Marco, and the entire world is wrong and everything portrayed about the WB Pirates is wrong as well, and Vista simply does not care about status.
Well, once again, burden of proof lies on the one claiming that.

So reasonable assumption are not headcanon wank, status, portrayal and the list goes on, are there for a reason.
Otherwise i can claim something completely outrageous, but since the manga never denied it, it´s possible, and claiming otherwise is headcanon wank.

Sure. Now let´s look at the BM Pirates though and tell me who can make up for the strongest BM Pirate being your average YC?
Snack was beaten by Urouge, who is definitely not top Supernova and should be comparable to Drake, Apoo, Hawkins..
Cracker´s ability is highly reliant on specific match-ups.
Smoothie can not even be assessed since she was a non-factor.
And vets? Pero is a twig with somewhat dangerous ability, Daifuku got toyed with by a rabbit, Oven can be considered blind, and whose biggest feats are reliant on environment and context, Compote like Smoothie- non-factor.

Beast Pirates have the F6 (F5 if we forget Drake), and three YCs who are characterized by their brutality, the Numbers who are Oars- sized, and Wa No Samurai who are nothing to scoff at and at best can range from mid tiers like vets to even high tiers.

At one point, more and stronger fodder loses its meaning, we both know that. Even if we disregard CoC, with high tiers we reach a level of power that can be city ranged and take care of fodder pretty easily.

The Gorosei were already panicked about losing just one Shichibukai since it tips the balance, and did not think about making up the difference with fodder.
