Ulti and Jack were used in the same way to highlight fast recovery of Ancient Zoans (essentially taken out quickly only to come back) We have no idea if Oda intends to have Usopp and Nami fight Ulti together. We have no idea if he plans to set up Chopper and Page 1 to fight now.

We just have no idea. Lets relax before we act like the arc is screwing over characters. They clearly could not handle the duo before but could potentially handle Ulti together. Chopper SHOULD be able to fight Page 1 at least if he recovers. Better than nothing.

People buy a volume if they like that particular volume. They don't bother investing their money on complete garbage of a volume just because they're liking the ongoing events. Likewise, if they really like the content in a volume then they wouldn't give a rat's ass about the ongoing events and buy it anyways.

I bet that they judge also from what they see in the current manga, low quality weekly manga releases=less interese in buying the fresh released papper volume.
