and removing the cuffs needs the most advanced armament that can break things form inside only Luffy and Rayleigh displayed that kind of haki. no i dont think she can beat Kaido i said it many time she will hold him not because of her strength alone but more because of her being his daughter and going against him it is a psychological effect for example he might not able to attack her with his full haki. haki is something that can be weak against certain people like the scabbards against Kanjuro or Sanji against Women.

The fact Oda put him fighting Jimbe to begin with is a good indication he’s the strongest Tobi Roppo. People wanted Jimbe to fight Jack and considered a Tobi Roppo beneath him so the fact Who Who’s got this fight is an achievement.
