You're right that not hearing ''voices'' doesn't mean people die since we have seen voices disappear without death like in Skypiea, the key difference here is the focus on a dead looking Luffy followed by a close up with a heart beat sfx that then turns into music/drums which seems to imply he was in fact dead for a bit before.

until one chapter in the future Oda drops that it is actually the voice of all things stuff that you all thought was just CoO much wow Goda genius fooled all of you.

It could be COO but Voice of All Things goes beyond the scope of just hearing human voices, which is what Kaido, Enel, Asia, Coby, and possibly Law and Zoro exhibited. Luffy, Roger, Oden, and Mom can interpret and likely communicate with non-human creatures, which is something the aforementioned can't do.
