The navy is an organization, the head of the organization is LAKAINU in patent matter, the point is that the elders ("who control the navy", don't give a damn about pissing off Lakainu, the panel I posted demonstrates exactly that, nor it is debatable whether the fleet admiral will get X or Y if the elders do "Z and W without warning". This is clearly an opposite portrayal of kaido.

This is clearly an opposite portrayal of kaido when compared to the way kaido was treated in this chapter by the elders.

Dear Lord, the Hiyori part is dragging along! It's par for the course for Wano, but pls have mercy Oda.

Also, I've noticed some people saying that Luffy is turning the floor into rubber. Rubber doesn't reflect fire, he's changing the nature of the floor itself into something that can reflect attacks. It's toon force.
Eh, I think he's bouncing it back rather than simply reflection. You can see him buff up and move to send it back
 
I dont have a problem with how Nika was handled, because the fruit was still about rubber ability. The only special thing about it is the awakening.

And about the WG: they couldn't catch 9yrs old Robin who was much more dangerous for them. It is hard to track down someone in OP world.

The only real chance to get rid of Luffy was in Marineford and they blew it.
That's part of the problem though. Oda has now indicated that it actually wasn't just rubber with Kaido saying "rubber shouldn't do that." He's trying to change it fundamentally.

And no, Robin wasn't more dangerous because they plastered her face everywhere and several people knew why the WG was after her. Luffy's ability is apparently so dangerous to them that they changed the name completely and have been hunting it for over 800 years!

Beyond that, it's apparently not that hard to track people either. Aokiji was waiting for the Strawhats at Long Ring Long island because he knew their path would likely bring them there. He knew the next island they'd go to was Water 7, and same for Garp as well. The WG also knew the Strawhats' path would likely let them cross paths with Moria as well. They knew all the Supernova were on Sabaody, etc. It's really inexcusable if you really think about it.

Why? Why wouldn't it be rubber? We saw Luffy tank a lot of attacks that rubber shouldn't handle but yet it did. The fact that Luffy is doing it, the stretching of the ground and bouncing back the attacks points towards the simplest explanation which is rubber since Luffy is still rubber human

They probably thought the fruit was harmless before the awakening (which, to be fair, kinda was. Even Ace roasted Luffy about it), then Imu (probably) told them the fruit was about to awaken and they decide to act.

We don't even know if the Gorosei are aware of the JoyBoy-Nika-Raftel conection.
