Same thing would probably apply for Mihawk & the others. Guess it's just the Navy overexaggerating the shit out of those sitatuions to call Buggy a Yonko.

You are right, they are not serving under

they are all associates of this organization

but even the spoilers say

they have Buggy as the face of the organization, so he becomes the Yonkou

and it makes perfect sense

because Mihawk doesn't care about that

and Crocodile likes to lead / rule from the shadows

so Buggy is the face they are using

and Buggy is perfect for it, with his conections to Roger, Shanks and Luffy, escaping Impel Down, becoming a Warlord

it's the perfect world for all 3 characters
