Huh? Who said all Emperors have equal amount of territories & influence as well? They are in a deadlock, that's all. Like I didnt see Kaido have something like Tottoland Archipelago lvl influence.

Because the WG split the bounties of Kaido + Big Mom by 3 for the trio. Yet one was made Emperor while the other two werent.

Yes, Rayleigh's threat level ofc falls down. His bounty doesnt since they dont reduce bounties and his bounty would still be the same as his Prime self. These are reasons why Washed Up Pirates like Chinjao are still considered "Legendary".

Kizaru & Garp talking about Rayleigh like that is hype for his Powerlevel. He is still a single dude but in his Roger Pirate days, touching Rayleigh means touching the Roger Pirates itself, hence the threat is higher.

I'm not saying Mihawk isnt a threat at all, thing is Mihawk's threat is solely from his strength while for the Emperors it has influence, territories and other factors in play.

Does people really think that Mihawk was given a New Bounty and then after hearing he joined Cross Guild few days later, they were like: let's update his Bounty once more and make it higher than his Captain lmao

This isn't a Bounty then, it's Weekly Magazine lol
Just accept it, Mihawk most probably had a Frozen Bounty in the Billions (1-2B) and after Shichibukai were removed, they turned it 3.6B cuz that's how dangerous they think he is

Saying Cross Guild influenced his Bounty means he had three different Bounties in single week which is stupid af

Yh, that's the same. Lets compare BB who had to run from Akainu on his ones to a character who was deemed the WSM and rival to the PK. Take away everything WB has, nothing changes:kayneshrug:
