So with full spoilers up we can confidently say that nothing really–in the outside world–happened during Wano, all the hype around THIS BIG ACCIDENT that was pushed by Oda is another fake hype based on nothing.

Let's summarize this

1. The Revaluationeries successfully escaped, Sabo or Vivi weren't captured or killed.
2. All the Shichinukais successfully escaped, none of them was killed or captured.
3. Blackbeard didn't do shit, all the hype around Blackbeard taking something from the Marines turned out to be Hancock's ability which he failed to take.
4. Doffy is still in prison, no jail break as of right now.
5. No Admiral was sent against the Shichinukais (because Oda is a bitch ass pussy), and the Marines didn't lose any of them.
6. Mihawk once again remains irrelevant, didn't do shit.
7. Shanks didn't do shit, he just appeared to distract people from Wano's failures.
8. Akainu's character is completely destroyed, unfortunately.

Some people thought that Vegapunk was kept as a hostage by the WG but seriously, they need Vegapunk more than vice verca and with the SSG, Vegapunk could program them so that they ONLY listen to him. With such a force, the WG would do nothing against him and plus, Vegapunk could easily team up with other forces not related to the WG.

Hence, Vegapunk clearly WANTS this and there is a reason why he worked with scums like Caesar, Judge and Queen. Maybe he is even worse than them lol.

Bro that's how these events took place, you can cross check that either by understanding the movements of plot or via Brannew :

1st - in Buggy's flashback, navy attacked and Crocodile came for his aid. Confirmed by Brannew. This thing took place first.

2nd - Buggy offered his crew and all the services for free to Crocodile. This includes news spread thing via flyers.

3rd - Crocodile contacted Mihawk which later tapped by marines as well and confirmed the alliance of Crocodile Mihawk and Buggy.

4th - Buggy's men spread fake flyer about new organization and its hot members after Crocodile's orders. This led to all misinformations.

5th - in current timeline when Buggy got dubbed as emperor via fake news, Mihawk and Crocodile started beating him up.

Now to clear everything about when bounties were issued, even if you remove TCB translation out of mistrust or even ignoring context in which Brannew release the bounties after giving all infos on CG and it's members. What would say about this, when Brannew details Buggy's bounty and came from Viz as well:

His intro and special achievements includes "he has the power to command these two other men" (Mihawk and Crocodile).

Again, the whole point is that they talked about Cross Guild & how Buggy is leading those two men but only showed their older bounties which were issued when they were disbanded from Warlords and not new updated ones. Like I don't see why Brannew talking about that changes anything here.

The entire hypothesis is that they might be getting newer adjusted bounties for Cross Guild later on (with Buggy being over Mihawk because he's recognized as a Leader) like how BB got an updated bounty later on compared to his 2.2, which we'll know after SHs finish an arc or so & that the bounties shown now were their bounties issued back when they were disbanded from the Warlords.

The World just saw the full poster and Crocodile started beating Buggy up for it, Brannew saw it at the same time as well and he's discussing with the Marines at the same time about what Cross Guild is.

- Since chapter 1053, when marines started issuing new bounties and the newspaper which got those details.
-First Goroseis getting angry on Luffy's "D" revelation, as well as G5 pic.
-Same newspaper displayed CG pictures along sides how Buggy got to become Yonko and a group picture of current emperors.
-Later Brannew detailing all of CG details and when they started joining and lastly when he issued all three members bounties, first he talked about there past deeds and how they come together and lastly in Buggy's bounty info, the powers to control these two monsters.

Yes and it's literally a couple of days difference in-verse between the time when the newspaper was printed (which the government had no control over as shown with the D. initial & G5 picture) and the time when Brannew is talking about CG details/Crocodile beating Buggy up for the poster etc,.

So marines issued these bounties after Luffy defeated Kaido, that is when the Goroseis were barking on marine personnel. Proof for that is again chapter 1058 when Buggy got noted together with Luffy as yonko.

They issued bounties for Onigashima participants a week after Kaido fell on the day of that big party. Why do they need to issue bounties for Cross Guild during then though?
Announcing someone as an Emperor is something that happens independent of bounties, the title of Emperor is not given by the WG - it's given by the general public to the 4 pirates percieved as the Strongest & Influential in the New World with territories etc,.

It's just Oda who revealed bounties in this upcoming chapter is flashback just to hype up battle of Hancock and BB which actually took place in Hancock's flashback.

he didn't take out shit they even noted the SSGs didn't take any damage at all in the battle. He only had her in a choke hold because he used a move that pulls her in and stops her from using her fruit.
