Prior there was an actual reason in W7, Sabaody and Dressrosa, they weren't strong enough. They are now strong enough lol.

Kizaru honestly may be bringing some VAs with him. This is a good time as any to make this a marine focused arc to an extent.

Yep, Lucci was already the main villain during Water 7 and Enies Lobby and Luffy already fought and defeated him.

Even if Lucci is a villain during this arc, I don't see Oda repeating another all out Luffy vs Lucci fight and having Lucci get defeated again.

It would feel a bit repetitive if he did that.

No disrespect Luffy will be No1 by the end he is MC, but Zoro will not fight Admiral as his final opponent or Shiriyu maybe Mihawk but i don't think Oda is going that direction, as well, more & more i think IM & Gorosei are final opponents. I don't even think Luffy will fight against Akainu in any serious long way, that is a final battle for Sabo.
