Gorosei's power level should be above Commander but still bellow Admirals to keep consistency and it would be perfect.

As for Imu. Depending on the plot demands, he can start negating Haki and Awakening if Oda feels like it.

Why would the Gorosei, who are at the tip top of the world bar Imu, be below the Admirals?
