To take down the WG he has to do it step by step, and that first and foremost includes winning over the countries that are affiliated with the WG. The revos are all about intel (they even got non trackable den den mushis) and sabotage missions etc

Woah....thats incredible and beautifully tragic. Cindry is such a tragic, underrated and likeable character too. Nami had some wonderful moments with Lola too and it all setup and foreshadowed WCI too ofc, except this time instead of Nami being forced into marriage, it was Sanji and Sanji ended up saving Nami both at her own "wedding" and his own one much later too.

Ginny was captain not a commander still they all over WW and it was even said that they get caught by surprise and wipe out .
So it not like he did not know where she was or did not get the info on what happen.
How would he know about Kuma if Kuma don't tell him anything , there are things people keep secret from each other even if there close friends .
How does it make sense that dragon would know that Sabo and rest get tail by Burgess when he not even leave the island or even on damn boat .
