Vegapunk's message will say that "this world was stolen from its original makers" and will go on about how those in charge now are thieves unworthy of owning anything because they only do so for selfish goals, not for the world itself.
The speech will end placing Vegapunk's hopes in the fact that the legitimate owners will soon take back what's theirs and help repair all the damage the WG did to the world.
The section about "legitimate owners" will coincide with the panels in which
- Luffy trashes Kiz & Saturn;
- Zoro slashes Lucci;
- and the giants sink the remaining Marine ships.

Once again, this pretty much confirms roku abilities are haki related.
Luffy defeated a high Veteran Level character pre time skip as Lucci, that Lucci IMO already was Snack level.
Those downplaying pre time Luffy are just wrong, he was worthy of being a New World pirate captain already. His bounty was 400 Million which is higher than many veterans from Yonko crews, and 400 million still was low for his achievements, he really should have been like 500 million.
