Kaidou is just built different. He was the reason Luffy needed 4 powerups in one Arc (internal destruction, barrier, ACoC, awakening into the Sun God) and even then Kaido continued outperforming him, as latter was stacking all of the powerups he acquired. Meanwhile, that same Luffy doesn't even need ACoC to outperform Kizaru and Saturn combined.
