Yes, there is nothing more to add. The Yonko reign over large parts of the new world, being allied to or having subjugated the strongest and most relevant countries, while the World Governments power spans over the fodder citizen countries that pay taxes. Had the 4 Yonkou in their prime teamed up, the WG would be knocking at death's door. They benefit from the fact that it would be a rare event even for two Yonko to team up, which happened only due to the fact Kaido and Big Mom were on the same crew and thus had some form of relationship.
