Yup, if Oda wanted to pull a Kaguya from Imu, he would keep hiding him until they find OP then make them fight, no point on showing Imu 300 chapters before than the current story and ruining the surprise factor.

The moment Oda showed Imu during chapter 906, it was certain he wasn't going to be final villain.

If Oda wanted Imu as final villain, he would hide him until the OP is found but he didn't do that.

Proper way to write a disguised final villain is to hide him until the end, such as Kaguya showing up from no where at the end.

Then he even make Imu and Saturn hype Teach that seals the deal. Imagine hyping a guy then that guy falls before them.
