I like Saturn but he really is the Big Mom of the Gorosei lol.

Warcury, Ju Peter, Mars, and kind of Nusjuro for the most part have been fine, only plot is really holding them back from going all out.

While Saturn has shown a bit more attacks, he has been nothing but a punching bag.

Katakuri and Kaido are the last villains that Oda ever respected combat wise vs Luffy & co

In fact, only katakuri is that guy since Oda did clown Kaido few times vs Luffy

Oda respected every major antagonist previously to this arc tbh, just not meme but she had highs as well.

Lucci was also respected but then ended uo getting clowned by casual Luffy without landing a single blow

Marineford was 30 chapters, less than a year and still solid arc
