Like Shiryu said, he has to be with the World Govt.
Nope.

That was just a theory of the bbp.

If wg had any logic of any kind, or even a single active braincell in all of their forces combined, then if they had a red poneglyph, they would simply take it to Marie Joa and lock it away for good. Instead of sailing in a black shit in the middle of New world where the yonko reside.

Of course, this assumes oda would let them have even a tiny bit of logical thinking and at least average intelligence. These are the same people that knew the nika fruit had it's name changed, knew it made the user's body into rubber, and knew that a member of the D clan who recently challenged their entire organization also had a rubber body. And did fuck all with that information.

Ichiji likely just regenerated from whatever injuries Katakuri caused him, like Sanji vs Queen just after awakening the same exoskeleton as him.
Still doesn’t look good for him since Sanji couldn’t fully regenerate from Queens attacks or Yonji couldn’t fully regenerate from even WCI Sanji.

Oda having those four fully regenerate from Katas awakening attacks is nasty work

Base Katakuri negged ichiji at tea party but in the cover page story,
Katakuri and Oven all they did was dominate vinsmokes, none was beaten

Watch Oda make Yamato use hybrid to beat Holdem even though Ulti got trashed by Base Yamato in the story in one blow

Saul being alive is bad

It ruins that flashback and Robin character
She suffered alone for nothing, Saul was just a bad person who didn't care to save the poor lil girl
Oda at the very least should've had Saul say that he had been searching for Robin all this time but couldn't find her, like the Revolutionaries did back in Tequila Wolf.

Not a neg when Ichiji alone allowed Caesar to get away from Katakuri and wasn’t even knocked out after the fight.

And lmao dominate okay. The vinsmokes left WCI without a single injury
I don't have time for you

Yeah Saul outright told that giant clans weren't all on good terms and that he saw Elbaf giants as barbarians.
:josad:Yet still hid there for 20 years in peace

The Nika shit was a retcon and a mistake.
IDK what Oda was thinking because it makes the WG look like fools.
Oda has been doing a lot of retcons and has ruined the story tbh, I only hope he doesnt absolutely shit the bed in the ending.

the government was trying to kill luffy since he first made himself known as a major threat in alabasta. its strongly implied rob lucci was specifically given orders to kill luffy.

in chapter 382 they already accomplished their mission and captured franky and robin, but Lucci holds them back and says "regardless of who is in charge of this unit, we're loyal to the world government" and when spandam asks him what he wants, he says "blood, when we're here, murder is justified."

later, in chapter 404, cp9 is being tailed by chimney and her cat. Spandam asks why Rob Lucci didn't eliminate them, and Lucci says that he only kills who he's been ordered to. Considering he tries to kill Luffy and targets him specifically in this arc, this strongly suggests Rob Lucci was ordered to kill Luffy.

also Kuma specifically offered to help Moria take down Luffy.
"If you think you might need my help, you need only ask." - Kuma.
"Are you telling me the Government is so scared they want to throw two of the seven Warlords at him?" - Moria.
"Before the incident at Enies Lobby, no one thought Rob Lucci could lose." - Kuma

so to me this means Rob Lucci was clearly ordered to kill Luffy, and so were Moria and Kuma.
Sabaody should be enough, right? Luffy gets reported and Kuma sends them off. The timeskip happens, 2 full years go by with no word of Luffy, and the RUMOR of them being back on sabaody, literally a witness to demaro black, thats enough to call a fleet of Marine warships, a fleet of pacifistas, sentomaru, and kizaru.

Since alabasta the WG response has been excessive and disproportionate to any other pirate the amount of resources that get put into trying to take out Luffy without anyone else noticing why. It's always like one step more than anyone else gets. It's always been this way. If anything, Oda is retconning the reason for why they're doing this into something plot related instead of just him being the main character so he gets the main character action.
