Holy Knights don't seem to operate on the same tier as CDs like Charloss. HKs operate under direct supervision of Gorosei and Imu, not CDs. That's on them not the HKs
We didn't even hear about them on God Valley from Sengoku. Dragon puts HKs on a bigger pedestal, seeing their mobilization as an extremely big deal
I don't think it can be denied that HKs are poorly incorporated in the story, at least Imu got the excuse of being the secret ruler but somehow no HK is ever present to defend Marijoa even though they are celestial dragons? Make it make sense

Again, it doesn´t matter what their authority is. An Admiral is not on the holy land 24/7. Fuji only went because of the warlord thing and Greenbull only went to kick him out. When a country is invaded, it would only make sense for the knights to step up. The Holy Knights were unable to do any such thing and thousands of slaves were freed. That´s just the facts in the story. If you think that Garling would be happy that a fishman humiliated the celestials like that and is fine with that, OK. Sengoku only mentioned Garp and Roger, because they were the two who beat the Rocks pirates.
