You yourself can't know the answer to that question until it's found. Maybe it could, as there have been other "massive mysteries" like Skypiea or the Florian Triangle that didn't call for a top tier.
Then again, the crew as a whole will run into All Blue, so technically even Usopp can achieve it even if it means taking down Imu.
