I think Loki would tell the truth about King Herald but him wanting to destroy Elbalf probably has something to do with the which-ever-name Scholar who said" don't linger long on Elbalf" . So he's still gonna set out to destroy Elbalf and that will put him in direct conflict with Luffy and the SHs. but still leaves some room for his redemptions later.
There's still that Messa person who hasn't come into play yet.
