Yep there are clear distinctions between regular top-tiers like your average Admiral and top-tiers who have portrayal over other top-tiers.

Ryokugyu outright stating with his whole chest that Kaido kept him out of Wano and even Gaban implying something similar. Shanks scaring Ryokugyu off, even Mihawk as WSS scaling him above other swordsmen.

The difference between guys like Kaido and Ryokugyu is like Katakuri to Cracker, top-tiers are just as broadly spread as high-tiers. PK level fighters will shit on mid top-tiers who are generally Admirals.
