You don't get it, just using a sword doesn't make one a swordsman - think of King. Its Oda who decides. In Xebec's case, the narrator is calling him a swordsman.

This is similar to Big Mom's elbaf swordsmanship or whatever imo. But Big Mom to me is also not defined by swordsmanship alone, Kizaru might be the same, Oda went out of his way this chapter in a childlike fashion to show Xebec with every weapon and fighting style out there, it's almost like he is holding the audiences hand, it's kinda sad. For me this is a lot more relevant for Shanks than it is Xebec as weird as that sounds. Ofcourse Mihawk eats either way, I see that point regardless. But he eats far more off of Shanks.
