The problem is that this hypersexual simping behavior actually IS 90% of Sanji's character post-skip, whereas it really only was a background quirk pre-skip.

Just look at him on Wano. What were his actual meaningful scenes/plotlines?

1) Him cooking noodles for women and flirting with them, completely ignoring his actual task of having to find capable (male) samurai (got called out by Franky because of that).
2) His fight with Page One.
3) Him drooling over Komurasaki and later on envying/threatening Zoro because of her.
4) Him using his raid suit to stalk naked women - especially his female crewmates - in a bathhouse.
5) Him ignoring the war and going for whores in a brothel the very first minute they arrived on Onigashima.
6) Him rescueing Momo and kicking away King.
7) Him simping for Black Maria.

Out of those seven meaningful scenes he got, five of them (!) revolved around him being a simp/sexual predator.

That's just idiotic beyond belief.
Sanji hasn't had a character arc in Wano, but that's not a problem exclusive to him or this arc. We could say the same thing about Zoro giving in to his alcoholic tendencies and getting lost all the time (before Wano). In the absence of real character arcs and progression, a character can only be so much and relies heavily on the plot to showcase their admirable character traits. I'll agree that the Straw Hats as a whole (including Sanji) are seriously lacking in agency post time-skip and that maybe some people (including you) find Sanji's quirks in the absence of meaningful character moments to be the most annoying out of all the Straw Hats. Luffy is the only one who is consistent in this regard.

I also disagree completely about Sanji's arc in WCI just being about him "crying and being emo". If that was your take away, I genuinely don't know what to say. It is, bar none, the best arc in the series with regards to character exploration through show (not tell) with multiple examples. If you look at the series, Oda actually is not too successful at this in general, but this was an arc where he absolutely killed it. It shot Sanji up to be my overall #1 favourite just based on how damn endearing he is. Sure, you can flatly summarize a lot of that as "Sanji is a wholesome, good boy *yawn*", but that ignores how emotionally resonant it rang in the moment. There were so many developments with them all intertwining with each other, among which includes Sanji wrestling with the grudge against against his family and finding it in his heart to forgive his siblings due to the circumstances of how they were raised and that attitude carrying over to how he reacts to Pudding and is able to forgive her, too. Sanji is the supreme gentleman (to all people, not just women). A lot of people criticize this arc as being the "save Sanji" arc in the vein of "save Nami" and "save Robin" but the pretext and reason for resolution differs. Sanji saw himself as a burden to the Straw Hats because of his Vinsmoke ties (similar to Robin's reason for leaving), and only when he was convinced that Luffy actually couldn't actually become Pirate King without him was he able to acquiesce. This aspect was completely different from the Luffy-Nami and Luffy-Robin dynamic (at the time) and paints a very different picture in Sanji's role in the crew. There are so many insights and developments shown (not stated) throughout the arc that I can't take anyone who disparages it or Sanji's character seriously.

Sure, I would love for him to get more progression and moments in Wano (along with other Straw Hats). I just think that complaints specifically targeted at him about his exaggerated simping/perving quirk, which is such a minor aspect of his character, to be misplaced and grating.

In real life it works this way, but it's fiction and we can't say until further confirmation.

He is the pirate known as the strongest Creature of all living things ".

And Oda used the word 'Saikyō Seibutsu (最強 生物): which translated as The Strongest Biological Being / The Strongest Creature Among All Beings. Seibutsu includes all living things in the world, including humans. The reason why free manga sites misspell Kaido's title is because the English word "Creature" has plural meanings, but in the original scan there is no ambiguity because the word 'Seibutsu' is the one being used, which is why Kaido was not given the title "Strongest Man" or anything like that, because he is simply not human.

Kaido's title isn't ambiguous at all in the japanese version, his title 100% include humans.

Even Mama Yonko recognized and respected power of Kaido and could not understand the idea of Luffy defeating Kaido in chapter 871 saying: "Kaido?!? !! Mamamama ...
You will never bring this thing down! ". Even when we knew that BM itself is a freak of nature, but here we are witnessing that even Big Mom knows that Kaido is something beyond any of our minds could think of.

Not to mention that she laughed again in the current chapters about Luffy defeating Kaido.
Romance ACE, Skull recognizes him as the best in 1x1, and superior to the WB, the WSM.

The closest to kaido's defeat was against ODEN, in which he ended up winning (he underestimated oden in its weakest form). We know that in order to put Kaido on the ground and almost defeat him, you need to do more DAMAGE than Tougen Totsuka and mortally wound him (if you are a swordsman or have a sharp weapon like the 4 emperors), the 4 emperors including Kaido , has sharp weapons, and they never replicated what ODEN did to Kaido's body, which raises doubts about how KAIDO suffered 7 losses? In its introduction it was never said that these defeats originated in 1x1 clashes, which leaves the possibilities of 1x1,1x2,1x3 open, or even more, as examples we have SHIKI vs Garp and Sengoku. It is also mentioned that he was captured 18 times, how was a person captured 18 times and had only 7 defeats? The means used to capture him may have been used to defeat him, in group battles or not.
Referring to the admirals who had lethal DF, Akainu, Aokiji, Kizaru with their lasers and never caused any injury to Kaido that is evidently exposed as a scar in kaido, and we have examples of Aokiji vs Akainu in which they were left with scars, Luffy stayed with Akainu scars, among other examples, Jozu lost his arm, the lethality of his Dfs does not apply to the monster called kaido, because logic does not apply to YONKOUS.

So you are fine with Admirals looking bad when their time comes as long as Akainu looks godly?
I mean, Fujitora and Greenbull already look relatively "bad" by getting so fucked up by Four people who are Yc1 level at most. Note that I think Sabo is stronger than most people

Aokiji is likely gonna job to Blackbeard or even Shilliew

Akainu and Kizaru seem like they will be the only admirals left without being dehyped by the time the Final War happens
