This is laughable, mapping the world and becoming world's best swordsmen are goals no one else has in the series, the world's power structure is around the grand piracy age trying to find One Piece and become the Pirate King.
Having important characters is a given, but the focus of the One Piece world is driven by Luffy's actions alone most of the time, and we have gone over 2 years without seeing Zoro before.
