The admirals also aren't popular in Japan (like other than Kuzan, they're not in the top 70). Other mangaka (Kishimoto) have shown a tendency to build more hype for more popular characters than less popular characters (which is a good business move). Why would Oda be different.

Marines + Warlords only equal 2 Yonko crews. The balance of power is that Marines + Warlords have the power to take on 2 Yonko crews, and they rely on the disunity of the Yonko to balance out for their lack of power. 1 Yonko = 2 Admirals. 1 PK = 3 Admirals. Idk dude. I have a hard time imagining any good shonen author hyping up less popular characters over more popular characters. BM and Kaido are really damn popular in Japan, the admirals really aren't.

In every arc he gave (or almost every) a moment to shine for everybody relevant despite being a secondary character or a weird one, or both.
No one cares more about these kind of characters than Oda.
Mr.2 was the star in ID.
Mr.3 had a good moment in MF outshining many other characters.
Mocha, the girl in PH, has her own moment there.
Etc.
