It’s honestly stupid… why put all previous CP9 members intro another CP agency? And the strongest at that!! Despite losing a big fight that trashed WG’s name! Oda should have settled with only Lucci to add in CP0 plus the the ones we got introduced to.

It actually would be pretty easy to fix this. Remember how Nero was a CP9 trainee and Who's Who being a member? All Oda has to say is there are multiple cells of CP9, but Lucci's was like...the most elite/highest success rate. Simple enough.
