I mean, is Luffy and Ace's Sabo the only person in a World of billions of people with that name? The Revolutionaries were relatively low profile pre-timeskip. Nobody even knew Dragons full name until it was revealed during Marineford, and he established the Revolutionaries over 20 years prior. From what information we have, the Revo's didn't start making big moves until the timeskip, and Ace was already dead by that point. It's easily explained away that nobody knew of Sabo prior to the timeskip, or at least his face wasn't known.
