Clearly, the WG has their priorities in order and knows who's stronger. Regardless, Oda isn't going to name drop Boa and use her as a hype stool for Doflamingo, only to turn that around and say "Nah, sorry. Turns out Boa's stronger". Makes no sense and isn't consistent.

lol....you are missing the point....it is not just doffy.....there was another shichibukai Law and his alliance with Luffy .....and the presence of many rogue fighters in DR......also again like and others said...Doffy involved with underground dealings....
