Mihawk was being "chased" by Marines who came to his island right after the Warlords were abolished.
No different from the Marine encirclement outside of Buggy's island which Crocodile took out.

And just like that, Mihawk had his unfrozen bounty from before he was a Warlord during that time... which then got updated after CG was formed. So where's the problem here?
