The panels WG did not want to update Mihawk bounty because that would make them look bad where's the panel. Chapter 581 warlord had not been abolished yet.
For impel down level 6 Sengoku wanted to cover up their escapes. Nothing to be covered about Mihawk once warlord was abolished, the whole world knew Mihawk would be a pirate roaming the world.

And then croc called and proposed the idea. Then croc went and rescued buggy. Then they started the cross guild and started putting bounties on Marines. Put the cross guild fliers up with Buggy editing it to look like he's the captain. And Buggy was declared a new yonko.
This was not all in a single day. It took way more than that. Like weeks.

It's clear to anyone but sword riders and sand swallowers that it's an upgraded bounty for their new yonko crew.

VC doesn't contradict the manga though. Manga never states Mihawk 3.59 billion berries was after warlord was abolished. VC states Mihawk 3.59 billion berries was after he joined CG.
There's no contradiction here so it still makes sense for Mihawk bounty to be 3.59 billion berries after he joined CG.
Contradiction is if for example Shanks had the highest yonko bounty when it's revealed WB had the highest yonko bounty

So if his bounty was updated when he joined CG, it supports my argument that Mihawk 3.59 billion berries was because his involvement with CG supported by the VC. Not because of warlord abolishment. If his 3.59 billion berries was because of warlord abolishment, his updated 3.59 billion berries should be revealed after warlord was abolished
