Thats also partially because the Funk Brothers are technically bounty hunters despite being criminals themselves.

While they may be criminals, it is their job to hunt criminals, and as such, aren't considered a terribly active threat. At most, they committed some petty crimes.

This isn't the same for someone like Zoro, who is an infamous pirate who was involved in a crew that caused several major events.

I don't see why Pica's bounty would be above Zoro's, much less above the bounty Luffy and Law recieved for defeating Doflamingo.
So there are other factors that determines the bounty of X who beats Y with certain bounty. And as I said, they aren't the only example.

Pica's bounty can easily be above Zoro's, or Luffy's and Law's, if he has been a seasoned pirate who reached his full bounty potential, like some of the Yonko crew members, Pekoms or Tamago for example. As stated, bounty doesn't work like: X beating Y, so X gets higher bounty than Y, Luffy, Law, Zoro were all much stronger than their bounty numbers after DR, they did things, so their bounties went up a bit, simple as that. They aren't good reference points, if you look at Sabo's bounty, there's no way somebody like Jack who should have 1Bil bounty, but he does. But if you look at somebody like Bellamy, Jack's 1 Bil bounty is justified.
If you try to justify Pica's 500 mil bounty(minimum) with Luffy, Law, Zoro, of course it doesn't make sense, but there are many many examples who can justify this.

No, it is about "the danger posed to the world government". Which can be related to strength, but also how dangerous an individual is.

Yes, and no.

Pica COULD have a bounty if he was a more competent pirate. But he isn't. Thus he isn't half as much of a threat as guys like Luffy and Law or even Zoro.

Bounty isn't exactly power level, but considering the circumstances of how Zoro gained his bounty, I see no reason to believe that Pica would gain a higher bounty than Zoro if his bounty was unfrozen.

Also, Jack is a horrible example, because Jack is someone considered monstrously strong. He absolutely deserves his bounty based on the impact and strength he possesses alone, and is consistently highlighted as such for the threat he poses.

Also, again, worth noting that bounties are more difficult to increase after 300 million, so any metric of bounties below that range could be considered irrelevant when discussing higher bounties.

I don't believe Pica has shown enough competence to be worth more than 300 mil.
 
Think besides the members of the Emperors crews, is quite rare for any pirate to get anything over 300m, and thats the main reason why supernovas like Luffy, Law and Kid are soo impressive if compared with other pirates.

I doubt that any undeling of Doffy could get close to 300m, even if they could be a big threat, they would still be members of a minor organization in terms of military.
